Jomo is much younger than his older sister; he was born not long after Shema reached adulthood, and isn't that much younger than his nieces and nephew. He eventually ends up leaving the PrideLands later on in life and he does not return until many years later when he is quite old and nearing his last few years on the earth. His sister is long gone, but her family remains; his niece's son, Mufasa, is now King with an heir of his own. 

He's a lazy and irresponsible sort of lion, and he hates any sort of hard work or responsibility. He can't be bothered for anything, and would rather laze about all day than put any real effort into anything. He's happy to let others do the work for him and reap the benefits. He swindles and cons others into doing things for him, finding it easier to trick others than to do things himself. Jomo is told many times that he needs to contribute to the pride otherwise he'll be kicked out, but Jomo doesn't pay any heed; he'll just sign up for the Lion Guard and continue to leech that way. And so he does, and wins his place as fastest much to the dismay of everyone... he wins purely out of luck and his lean physique lending him the advantage of the other competitors. He never takes his role seriously however, contantly sleeping in and missing any patrols he was supposed to take part in.

Jomo one day pushes his luck too far, and is kicked out of the pride. You have to earn your keep to stay, and Jomo was not pulling his weight.
